ARTICLE 1- NAME
This Local shall be known as Local 7717,Communications Workers of America, AFL-CIO.

ARTICLE 2- JURISDICTION
Jurisdiction of this Local shall be the jurisdiction assigned by the Union and appearing on the face of the Local’s Charter.

ARTICLE 3- LOCAL STRUCTURE
The structure of the Local shall consist of the following:
1. Membership
2. Executive Board
3. Officers
4. Committees
5. Stewards

ARTICLE 4- MEMBERSHIP
Section 1- ELIGIBILITY:
Any person eligible for membership in the Communications Workers of America, as defined in its Constitution, shall be eligible for membership in this Local, if performing work within the Local’s assigned jurisdiction, or if employed on a part-time of full-time basis.

Section 2- APPLICATION:
Membership in the Local shall be obtained upon approval of any membership committee authorized to accept or reject membership on behalf of the Local, subject to the right of the local membership to over-rule the decision of the membership committee.

Section 3-DUTIES OF MEMBERS:
A. Present grievances and other matters involving relations with the employer to the Local for consideration and the adjustment.

B. Keep all business of the Union strictly confidential from persons outside the Union, unless authorized to publish the same.

C. Keep the Local Secretary-Treasurer informed of their correct mailing address.

D. Bring to the attention of Officers of Stewards any activity considered to be not in the best interest and welfare of the Union.

E. Assure ourselves that all eligible persons at their work location are members of the Union and bring it to the attention of the Vice-President.

F. Participate in meetings, express their ideas and vote in the affairs of the Union.

G. Abide by the Constitution and BY-LAWS of the Union.

H. Assure ourselves that a Steward has been properly assigned at each work location and bring it to the attention of the Vice-President any location in which there is not a steward(s) assigned.

Section 4- TRANSFERS
The transfer of membership from Local to the jurisdiction of another Local and from another Local to the jurisdiction of this Local shall be made in accordance with the Union Constitution.

Section 5- RESIGNATION 
A. Membership in the Union shall be terminated following receipt of member’s written request sent to the Local of the Union in which the membership is maintained or verbally to a local Union representative.

B. All dues, fines, assessments and other obligations being owed to the National Union must be paid in full.

C. The Secretary-Treasurer of the Local Union will determine that the above requirements have been met.

D. The resignation will become effective thirty (30) days from the date such resignation is received by the Secretary-Treasurer or thirty(30) days after all dues, fees and assessments have been paid, whichever occurs later.

E. The obligations of membership shall not be terminated until such time as a member’s resignation becomes effective, as stated in paragraph D above.

ARTICLE 6- FINANCES:
Section 1- LOCAL DUES & ASSESSMENTS:
A. Each member of the Local shall pay the membership dues of two and one half (2 1/2) hours pay per month.(*amended 12/11/03) 

B. Membership dues may exceed the amount of the minimum dues, if accomplished by one of the following methods:
1. A majority vote of the members voting on the question by a referendum secret ballot; or 
2. A majority secret ballot vote in a membership meeting where a quorum is present if the question has been advertised on the bulletin boards at least seven (7) days in advance of the meeting in which the vote is taking place, or by notice mailed postage prepaid, to each member, reaching the members at least seven (7) days in advance of the meeting. 

Section 2- SPECIAL ASSESSMENTS:
The membership of the Local may levy a special assessment in the same manner as provided for changing Local dues, however, any special assessments levied shall be in compliance with the Union Constitution.

A. All members of the Local are required to pay a one quarter an hour special assessment per month to the Local’s Members Relief fund. (* implemented 12/11/03)

Section 3-RULES FOR SALARY PAYMENTS:
A. Monthly salary to be paid to the following officers:
Local President
Vice President
Secretary-Treasurer
Area representative(s)
Money amount will be determined by a majority vote at a General Membership meeting.

B. Lost wages incurred by Union Members while performing Authorized Union business shall be reimbursed as follows:
1. Money amount paid in lieu of members lost wages shall be equal to members hourly wage rate lost during a standard day tour, ie: 0800-1630 Mon - Fri.
2. Money amount paid shall not include differential, overtime, premium time or any other amount that would cause hourly wage to be in excess of the standard tour amount.
3. A union check for lost wages may not be written without a copy of a company pay stub showing lost time (UAN) in the amount claimed attached to a expense voucher.

Section 4-RULES FOR REIMBURSEMENT OF EXPENSES:
A. An expense shall be defined by the membership at a General Membership meeting.

B. Any expense incurred by Authorized Union Members performing Authorized Union Business shall be reimbursed according to the following provisions:
1. An expense shall be approved by two (2) officers. Any expense not approved by two officers shall not be reimbursed.
2. Any request for reimbursement of authorized expenses shall be accompanied by a valid receipt. Valid receipt shall be defined as original cash register receipt.
3. If an original receipt cannot be produced, an authorized expense may be reimbursed provided the Local President and Secretary-Treasurer authorize reimbursement.

ARTICLE 7- GOVERNING AUTHORITY:
Section 1-MEMBERSHIP:
The affairs of the Local shall be governed by its membership in accordance with the Constitution and policies of the Union in the following manner:
A. Through action taken in membership meetings or by referendum of the membership.

B. Through actions and decisions of the Local Officers and Executive Board between membership meetings.

C. The actions and decisions of the Executive Board of the Local or a petition of the members signed between membership meetings and the action of the committees may be over-ruled by membership referendum

Section 2-EXECUTIVE BOARD:
The Executive Board shall consist of the Local President, Vice-President, Secretary-Treasurer, up to three (3) Area Representatives and one Member-at- Large. Executive Board meetings shall be held the first Thursday of the month at a set time approved by the board members. Members may request minutes of the meetings by notifying the Secretary-Treasurer in writing of their request.

ARTICLE 8- LOCAL MEETINGS:
Regular meetings of the local shall be held on the second Thursday of March, June, September, December at a set time approved by the Local membership by majority vote the general membership meeting prior. Special meetings can be called by a majority vote of the Executive Board or by a petition signed by ten (10) members in good standing. Upon receipt of proper petition, a special meeting will be held with in ten (10) days. Meetings must adjourn within two (2) hours except by the vote of 2/3 of the original quorum to extend beyond two hours.

ARTICLE 9-LOCAL DELEGATES TO THE NATIONAL CONVENTION:
A. The President will be first delegate to the National Convention and shall be the Chairperson of this delegation.

B. The Vice-President shall be first alternate.

C. The Secretary-Treasurer shall be the second alternate.

D. Additional delegates or alternates will be elected at a General Membership meeting no later than sixty (60) day prior to the Convention.

E. It shall be the duty of the Secretary-Treasurer of the Local to verify the Local delegates to the Union Convention to the Secretary-Treasurer of the Union within the time specified in the Union Constitution.

F. Assignment of Convention votes shall be in accordance with the C.W.A. Constitution.

ARTICLE 10-LOCAL COMMITTEES:
A. The local shall have the following standing committees:
1. Membership & Organizing
2. Legislative/Political
3. Educational 
4. Community Service

B. The following committees shall be appointed as needed:
1. Election
2. Finance
3. By-Laws and Resolutions

C. Members of all committees shall be appointed by the President, Subject to the right of the Local membership to over-rule such appointments.

D. Vacancies on committees shall be filled in the same manner as the original appointments.

E. A member of any Local committee may be removed by the President subject to the right of the Local Membership to over-rule the action of the President. A committee member may also be removed by action of the Local in a membership meeting. 

F. The duties of the committees shall be:
1. Membership/Organizing committee shall accept or reject membership applications in accordance with the By-Laws and rules of the Local and shall assist the Local Officers, Area Representatives, Stewards and Members in internal and external organizing.
2. Legislative Committee shall formulate, develop and pursue the program of the union and Local in the Legislative field. It shall be responsible for the Local’s program to register each qualified voter, involve the membership in the political process and to aid in electing Legislators who support the Labor movements goals.
3. Election Committees shall conduct all elections and Referenda of the Local.
4. Educational Committees shall formulate and develop the Local’s educational program and with the executive board be responsible for effectuating the Local’s educational program.
5. Community Service Committee shall formulate a good And welfare program for the Local and shall evaluate all Requests for financial assistance and make recommendations to the next Membership meeting, except Requests for over $100.00 which must be referred to the finance committee. It shall be responsible for this Locals public relations.
6. Finance committee shall review the financial transactions and the general financial conditions of the Local. They will also assist the Secretary-Treasurer (who will be Director) in making financial recommendations concerning the Local. They will present an annual budget and will make recommendations on expenditures over $100.00 to the Local at the next membership meeting.
7. By-laws and Resolutions committee shall make considerations on all written Amendments to the Locals By-Laws and present recommendations to the Local.

ARTICLE 11-ORDER OF BUSINESS:
A. The order of Business at a Local meeting shall be as follows:
1. Call to Order
2. Roll Call of Officers
3. Minutes of Last Meetings shall be adopted
4. Financial Reports report
5. Other Reports (Committees)
6. Communications
7. Old Business
8. New Business
9. Good & Welfare
10. Adjournment

B. The order of business may be suspended by a 2/3 vote of the Members present.

ARTICLE 12- LOCAL OFFICERS, STEWARDS AND THEIR DUTIES:
A. The Officers of the Local shall be:
1. Local President
2. Vice President
3. Secretary-Treasurer

B. The Duties of Local Officers shall be as Follows:
1. The Local President shall:
A. Preside at meetings of the Local and meetings of the Executive Board. 
B. Prosecute grievances and appeal them to higher levels of the Union, if not satisfactorily settled.
C. Supervise and appoint all committees of the Local.
D. Approve all bills to be paid by the Local Secretary-Treasurer and counter-sign all checks drawn on the Local Treasury. E. Have additional duties as assigned by the Local or required
By the Constitution or policies of the Union.

2. The Local Vice-President shall:
A. Work under the direction of the Local President: and 
B. Perform whatever duties may be assigned by the Local, the Local Executive Board or the Local President
C. Act for the President in his/her absence.
4. The Local Secretary-Treasurer shall:
A. Maintain an accurate record of the Local Membership
B. Record and Maintain the minutes of all meetings of the Local and Local Executive Board and provide copies to District Vice President.
C. Furnish the Vice President of the District and the Secretary-Treasurer of the Union with copies of any changes in the By-Laws with in Ten (10) days after such changes are made.
D. Perform such other duties as may be assigned by the Local, Local President or Executive Board.
E. Be custodian of all assets of the Local
F. Report to each Membership meeting on the financial status of the Local.
G. Be bonded, as must any other person who handles the Locals funds or other property, in accordance with the Union Constitution or any State and Federal Law
H. Cause the payment of all bills approved by the Local President

Section 2-Area Representatives, Stewards and Executive Board:
A. The Area Representative(s) will be appointed by the President and Shall:
1. Work under the direction of the Local President and Vice President 
2. Be responsible for Organizing in their respective areas and Assist in the processing of grievances
3. Perform whatever additional duties as may be assigned by Local President, Local Executive Board or required by the policies of the Union or Constitution.
4. Must attend all meetings

B. This Local shall have as many stewards as may be appointed by the President with the approval of a majority of the Executive Board. The President shall have the authority to remove and/or replace each Steward in his/her area with the approval of a majority of the Executive Board and approval by the membership at a General Membership meeting.

C. Stewards shall work under the direction of the President and shall assist in Organizing and in the prosecution of grievances.

D. The Local Executive Board duties shall:
1. Responsible for making decisions and taking action on behalf of the Local Membership between Local meetings on all matters concerning the Good and Welfare of the Members.
2. Actions and decisions shall be subject to approval of the Membership 
3. A majority of the Executive Board shall constitute a Quorum

Article 13- CONDUCT OF MEETINGS, OTHER LOCAL BUSINESS AND QUORUM
A. Membership meetings and any other business of the Local shall be Conducted under these By-Laws and Rules of the Local in conformity with the Union Constitution. On questions where the Local’s By-Laws, Locals Rules or the Union Constitution do not clearly apply, Roberts Rules of Order shall govern.

B. The number constituting a quorum shall be those present not including the elected officials of the Local

C. A majority of the Executive Board or a majority of the Members of a committee shall constitute a quorum for those bodies.

ARTICLE 14 - NOMINATION AND ELECTION OF LOCAL OFFICERS AND EXECUTIVE BOARD
Section 1 - Nominations and Terms of Office
A. Local Officers shall be nominated from the floor at a regular or a Special meeting in the month of October of each election year

B. The term of Office for Local Officers shall be for three (3) years or until their successors have been duly elected and qualified

C. The newly elected Officers shall take office at the regular membership meeting in January of the year following the October elections

D. Only members in good standing shall be eligible to vote and hold office

E. No nominee shall run for more than one office

F. No member running for office or delegate to the CWA Convention shall be or remain a member of the Election Committee

G. Elections shall be conducted by secret ballot

H. Should a vacancy occur in the office of President the Vice President shall serve as President of the unexpired term

I. Should a vacancy occur in the office of Vice-President the Executive Board shall appoint a successor from the elected Area Representatives or the Steward body, subject to the approval of the membership at the next regular meeting

J. Vacancies in other offices shall be filled by appointment of the Executive Board, subject to the approval of the membership at the next regular meeting

Section 2 - Election Procedure
A. The Election Committee shall make provisions for time, place and conduct of elections in conformity with the CWA Constitution and Federal Laws and Statutes

B. The Election Committee shall prepare Election ballots listing the nominees for each office in alphabetical order

C. The candidate receiving the majority of the total votes cast for each office shall be declared elected

D. The ballots and all other records pertaining to the election shall be retained for one (1) year

ARTICLE 15 - STRIKES
The calling, conduct and termination of strikes affecting the Local shall at all times be carried out in compliance with rules prescribed by the CWA Constitution

Section 1 - Strikes:
A. All members shall, in the event of an authorized Strike, participate in such authorized Strike by immediately reporting to a Strike Committee of the Local. All members shall be assigned and required to perform strike duties as directed by the President or his delegate.

ARTICLE 16 - CHARGES, TRIALS AND APPEALS
Section 1 - Charges
The Members of this Local may be fined, suspended or expelled in the manner provided in these By-Laws, for any of the acts enumerated in the Union Constitution.

Section 2 - Trials
Any accused Members, including Officers, of the Local shall be tried under the provisions of the Union Constitution.

Section 3 - Appeals
A Member or Officer of this Local, upon being found guilty by a Local Trial Court may appeal as provided in the Union Constitution.

Section 4 - Local Trial Court
A Trial Court of this Local shall be composed of seven (7) persons who are Members of this Local and not parties to the proceedings, and who shall be selected by the Members in a Membership meeting of the Local.

ARTICLE 17 - RECALL OF LOCAL OFFICERS
Any elected Officer of this Local may be recalled in accordance with the provisions of the Union Constitution.

ARTICLE 18- AMENDMENTS TO LOCAL BY-LAWS
After adoption, these By-Laws may be amended by either of the following methods:
A. Majority vote of the Members present in a Local meeting if the proposed Amendment has been introduced at a previous Membership meeting or has been advertised to the Membership by use of bulletin boards or U.S. Mail postage prepaid ten (10) days in advance of the meeting. B. Referendum of the Membership.

ARTICLE 19 - REFERENDUM OF THE LOCAL
A. The Local Election Committee shall submit any questions to a referendum of the Membership when directed to do so by the action of a regular or special
Membership meeting. The question to be placed to referendum must be posted on all bulletin boards of the Local ten (10) days in advance of the meeting.

ARTICLE 20 - FISCAL YEAR AND AUDIT
A. The Fiscal year of the Local shall be in accordance with the federal governments fiscal tax year.

B. The financial records of the Local shall be audited by the audit/financial committee of the local. A written report shall be furnished to the executive board at the end of the audit. The results of such audit shall be made available to any member of the local in good standing.

ARTICLE XXI - OATH OF OFFICE
Each elected Officer of the Local after meeting all other qualifications, shall be duly installed upon taking the following oath:
“I (give name) hereby accept the Office of (name of Office) Local 7717, Communications Workers of America, with full knowledge of the responsibilities and duties of such office. I promise to faithfully discharge my duties according to the By-Laws and Rules of the Local and the Constitution and policies of the Union. I further promise to give my successor in Office all books and records in my possession. I shall at all times endeavor to serve my Local and the Union to the best of my ability, so help me God.”

ARTICLE XXII - ADOPTION
These By-Laws shall be adopted upon the approval of a majority of the Members voting upon their adoption.

CWA LOCAL 7717
Financial Policy

1. AUTHORIZED EXPENDITURES
Authorized expenditures are those, which are reflected, in the specific line items of the Local Budget, this policy, or other expenditures, which have been approved in advance, by the membership of the Local. All transactions shall be made by check. All checks shall bear the signature of at least two (2) officers normally the President and Secretary/ Treasurer of the Local. An expense not being presented with two signatures shall not be reimbursed. 

As required, the Secretary/Treasurer shall prepare for the Presidents approval and signature, checks to be drawn on the Local Treasury for expenditures, which are authorized.

1.1 Administrative Expenditures: 
Administrative expenditures are those such as but not limited to mortgage, rent, telephone, supplies, and taxes, affiliation dues that are normal and customary to the operation of the Local Union.

1.2 Personal Expenditures:
Local Representatives who have incurred personal expenses for performing authorized Union Business shall be reimbursed such expenses that have been properly submitted on a Local Expense Voucher provided required receipts support them. All vouchers must be submitted within sixty calendar days (60) of occurrence. If a receipt cannot be produced, an authorized expense may be reimbursed provided the Local President and Secretary/Treasurer authorize reimbursement.

1.2.1 OUT OF TOWN EXPENSES:
When Local Representatives are authorized to attend District, State, Bargaining, Conventions, Conferences and Meetings only the following expenses shall be authorized for payment:

A. Lost Wages:
The Local Representatives actual lost basic wage based on the representatives work schedule. (Ex: 8:00-4:30; 10:00-6:30 based on a eight (8) hour tour.)

B. Lodging:
Representatives requiring hotel/motel accommodations shall be reimbursed actual expense (receipt required) for such accommodations.

C. Transportation:
1. Commercial travel reimbursements shall require a valid
reciept(s).
2. Personal car allowances shall be paid in the amount determined by the IRS approved per mile chart or be reimbursed actual expenses (receipt required)for other expenses
3. The Local Secretary/Treasurer or President will determine reimbursement rates prior to travel for transportation.

D. Per Diem:
A Local representative shall receive a per diem equal to the IRS allowance for per diem in the traveled city or region. 

E. Parking Fees:
A representative shall be reimbursed actual expense(s) for parking fees or charges. (Receipt Required)

1.2.2 Local Expenses: (Boulder Area 35 mile radius)
When Local representatives are authorized to attend District, State, Bargaining, Conventions, and meetings. The Secretary/Treasurer and the President of the Local shall approve all other expenses that have valid receipts associated with the function attending.

1.3 Lost Wages ( UAN)
Lost wages incurred by union members while performing authorized union business shall be reimbursed as follows:

1.3.1 Money amount paid in lieu of members lost wages shall be equal to members hourly wage rate lost during a standard tour, i.e.: 0800-1630 Mon- Fri.

1.3.2 Money amount paid shall not include differential, overtime, or other amount that would cause hourly wage to be in excess of the standard tour amount. 

1.3.3 A union check for lost wages must have a copy of the appropriate company pay stub displaying Union Activity -Non Paid for the time claimed and attached to a voucher . 

1.4 Local Representatives allowance:
Normally, Local Representatives Allowances are paid for performance of their duties outside their regular working schedule. It is recognized, however, that occasionally time off from work may be required to perform such duties. In such event, time off from work with pay shall require approval of the Local President. The Executive Board may withhold allowances for individual representatives when it is determined that their duties are not being performed. Local Representatives shall be paid a monthly allowance in accordance with the following schedule.

A. President- $200.00 per month
B. Secretary/Treasurer $200.00 “
C. Vice-President $175.00 “
D. Area Representative $50.00 “

The salaries of Local Officers shall be voted upon annually during Local Budget presentations of the Financial Committee at the September quarterly meeting. 

2. Responsibility for Arrangement:
The Secretary/Treasurer, under the direction of the Local Executive Board, shall be responsible for making all arrangements for Representatives authorized to attend District, State, Bargaining, Conventions, Conferences, and Meetings. These shall include Hotel/motel accommodations, the mode of transportation to be used, taking into account the reasonableness accommodations, length of time the representative will be away from home, distance to be traveled and the economy of the Local.

3. Advances:
Upon a hardship request, a check will be written in the amount to cover per diem, vehicular mileage, and accommodations to the representative performing the Local’s business. All requests must have approval of the Secretary/Treasurer and the Local President. All requests will be handled on an individual basis.

4. Local Financial Records: 
Local financial records of expenditures shall be maintained in the local files. 
All expenditures, which have been paid, shall be separated and filed on a monthly basis.
Financial records which shall include monthly expenditures, journal/ledgers, check 
book stubs, bank statements, and copies of Local Financial Report shall be maintained
for a period of not less than 5 years. 

4.1 All financial records of the Local shall be available to any member in good standing. Members requesting to review the local’s financial record should contact the Secretary/ Treasurer for an appointment. Appointments shall be no later than 1 week after the request.

CWA LOCAL 7717
Local Members Relief Fund Policy

Purpose:
The purpose of the Local Member’s Relief Fund shall be for the relief of strikers and victims of bargaining strategy.

Maintenance of Funds:
The Member’s Relief Fund was established by the membership of the Local in a General Membership meeting on Dec. 12, 2003. The local having proper notification of the by-laws amendment voted by secret ballot to establish a ¼ an hour pay per month special assessment to the Local Members Relief Fund. All members and fee payers who are eligible to strike will participate in the fund

Fund Ground Rules:
Local Defense and Members’ Relief Funds Ground Rules, issued by the CWA Fund Director in accordance with the principles and administrative rules governing the funds, shall serve as specific instructions for the Local’s membership, officers, and committee members in the operation of the funds.

Administrative Rules:

A. ADMINISTRATIVE EXPENSES 
Any cost incurred by the Local in connection with the administration of the fund shall be paid from the regular administrative funds of the Local.

B. USE OF FUND BY THE LOCAL 
When a strike has been authorized the Local Committee of the fund shall convene within 5 business days to access the viability of the fund and make recommendations on the enactment of fund payouts and ensure the Local is abiding with the Local By-Laws and Constitution of the Union. 

C. ASSISTANCE FROM THE MEMBERS RELIEF FUND

Payout Plan:

1. The Members Relief/ Defense Committee will monitor the progress of the Members Relief Fund and recommend prior to a enactment vote: 
pay out amount recommended, schedule, requirements for payment.

2. A uniform method of payout to the strikers shall be determined by the membership of the Local prior to a enactment vote. All payments to members will be equal in nature. No exceptions.

3. Payments from the Local will conclude on the seventh day following the conclusion of a strike, or at a set time so designated by the membership through a General Members Meeting or Special Meeting of the Local.

RESPONSIBILITY AND ACCOUNTABILITY

1. The Local shall be responsible for all Funds monies received and expended.
A. All expenditures shall be properly vouchered and reported to the membership.

2. The Local shall make a complete financial accounting of all Funds Monies received and shall submit a final report to the membership with in ninety (90) days after the termination of a strike. The Local shall retain all supporting documents for a period of five (5) years.

3. All expenditures from Local Funds shall have proper vouchers and be reported to the membership at the next general meeting of the Local. The Committee shall be supplied with such reports at least ten (10) days prior to such meeting.

Defense Fund Rules
August 2005

Part 1 – Purpose

The purpose of the Local Defense Fund shall be the defense of the Local Union, officers and agents, when circumstances arising of labor disputes make such a defense necessary.

Part 2 – Maintenance of the Fund

A. The Local Defense Fund was established by membership approval of prior allocation of Local membership dues through a prior investment fund of the local.

B. The Defense fund shall be invested in an interest-bearing account. 
All interest earned shall be placed directly into the fund. All other funding of the account will need membership approval at a general meeting of the Local.

Part 3 – Local Administrative Rules

A. Administrative Expense
Any costs incurred by Local’s in connection with the administration of the Fund are to be paid from the regular administrative funds of the Local.
Operating within the principles and administrative rules governing the Local Defense Fund, the Local shall be responsible for strike preparation expenses, recognizing the limits of the funds available. No costs for strike preparation by the Local shall be paid from the Local Defense Fund.

B. Use of Fund Advances By the Local
When a strike has been authorized in accordance with the CWA constitution and during the time the Local is actually on strike, or when workers represented by the Local are off the job because of an existing strike which makes defense and aid necessary, it may pay for authorized expenditures from the fund advances for items as provided in part 4.

The following expenses may be paid from the Defense Fund subject to proper authorization:

  1. Necessary actual travel expense for strikers, stewards, representatives, officers, and agents incurred in connection with strike activity.
  2. Necessary common carrier fares or actual gasoline expenses where required for picket line maintenance.
  3. Except for actual out-of-pocket expenses authorized under 1 and 2 above, no amount of money is to be paid to strikers as such, or as compensation for picket duty or any other strike duty.
  4. Duly authorized bail bonds as a means of protecting our strikers who, despite their desire to avoid the Incidents, are sometimes forced unwillingly into situations beyond their 
    control.
  5. Subject to prior approval of the Fund Committee, fines imposed by the courts or other legal constituted authority and legal aid.
  6. Necessary placard, armbands, handbills, & picket line Refreshments.
  7. Necessary medical and hospital expenses incurred as a result of injuries received due to strike activity, or that portion of the expense not covered by insurance.
  8. Necessary rentals on meeting halls and strike headquarters, over and above any rentals, wich normnally would become due.
  9. Necessary communications expense, postage, and office supplies directly related to the strike activity
  10. Any other items of strike expense that the Local may consider necessary for prosecution of the strike will not be paid from the local defense fund with out prior approval of the MR/DF committee.

D. Responsibility and Accountability of Local’s

  1. The Local shall be responsible for all funds monies received and expended. All expenditures shall be properly vouchered and reported to the membership.
  2. The Local shall make a complete financial accounting of the fund monies received and shall submit a final report to the membership within ninety (90) days after the 
    termination of a strike. The Local shall retain all supporting documents for a period of five years.
